If you're a Vault dweller looking to dominate the Wasteland with a powerhouse Ghoul Commando build, you’ve come to the right place. This comprehensive guide breaks down an insane build that works wonders with some of the best Commando weapons in Fallout 76—including the Railway Rifle, Handmade, Fixer, and Elders Mark. Whether you want to switch weapons on the fly or maximize damage output, this setup has you covered with insane DPS and near-infinite Action Points (AP) regeneration.
Crafted and shared by Yo Mama So Sweaty, this build requires minimal buffs—only the Company Tea perk—making it accessible and efficient. In this article, I’ll walk you through the stats, weapon mods, perks, armor, mutations, and playstyle that bring this build to life. Ready to kick some Blue Devil butt? Let’s dive in.
Core Concept: Versatility and Maximum DPS
The genius of this build lies in its weapon versatility. You can carry the Railway Rifle, Handmade, Fixer, and Elders Mark all at once, allowing you to switch between them whenever you want. Running out of ammo on one doesn’t leave you helpless—just swap to another and keep the carnage going. However, the Railway Rifle is the star of this build, delivering the highest DPS.
Another standout feature is that you don’t need any buffs except for Company Tea. This means you can jump into combat without relying on temporary boosts, making the build more consistent and reliable.
Key Stats to Aim For
- Damage Resistance:
5266
- Energy Resistance:
776
- Radiation Resistance:
387 (important for Ghouls)
- HP:
498
- AP:
37
As a Ghoul, the radiation resistance means you’ll spend more gamma gun rounds to maintain your Glow Up effect, but the tankiness from damage and energy resistance keeps you standing in the thick of battle.
The Onslaught Mechanic: Your Damage Multiplier
One of the most exciting parts of this build is the Onslaught mechanic, which significantly boosts your damage output. The goal is to keep the Onslaught stacks (displayed at the bottom right corner of your screen) as high as possible. For the Railway Rifle setup, the maximum is 11 stacks.
How do you get these stacks? Simply equip three specific perk cards:
- Gorilla Master
- Gorilla Expert
- Gunslinger Expert
These cards enable Onslaught, and each stack increases your damage. At 11 stacks, you’ll be doing 55% more damage per shot, which is a massive boost for any combat scenario.
Why Onslaught? Why These Perks?
It’s curious that Bethesda didn’t name these perks directly after the Onslaught mechanic, but their synergy is undeniable. The combination lets you stack Onslaught quickly and maintain it during combat.
Weapon Setup: The Railway Rifle Reigns Supreme
For the Railway Rifle, the build focuses on the Quad legendary effect. Normally, the Railway Rifle holds only 10 rounds, but the Quad effect boosts this to 40 rounds, allowing sustained fire without constant reloading.
The second legendary star should be Rapid, which increases your firing speed. Combined with 11 Onslaught stacks, firing faster means you hit that 55% damage boost more quickly and consistently.
Other important legendary stars include:
- VATS Optimized:
Lowers AP cost per shot, letting you fire more in VATS without running out of AP.
- Conductors:
Crucial for AP regeneration, ensuring you can unload all 40 rounds without depleting your AP pool.
To make the Railway Rifle automatic, equip the following mods:
Long Barrel
Recoil Compensating Stock
Reflex Sight
Your choice of paint (the new seasonal paint looks fantastic)
What About Furious Weapons?
You might wonder if the Furious effect, which adds nine more Onslaught stacks, is better. Indeed, the Furious Railway Rifle called Ticket to Revenge would give you 20 stacks and double your damage after 20 consecutive hits.
But there are trade-offs:
Ticket to Revenge only holds 20 rounds, half the ammo of a Quad Railway.
You can’t reroll it, so you can’t add VATS Optimized or Conductors, which are essential for AP management.
Due to these limitations, the Quad Railway Rifle remains king for this build.
Other Commando Weapons: Tailor to Your Playstyle
Besides the Railway Rifle, you can customize other Commando weapons to fit your preferences:
- Fixer:
I prefer a Quad Fixer with
Pen Pointersas the fourth star because of its low AP cost.
- Elders Mark:
A Furious Elders Mark with Pen Pointers works well for high damage output.
- Handmade:
A Quad Handmade with Conductors to keep AP regeneration steady.
Whether you choose Furious or Quad depends on whether you prioritize raw damage or sustained firing capability.
Perk Cards: The Backbone of the Build
Your perk cards are carefully chosen to maximize damage, survivability, and AP management. Here's a breakdown by SPECIAL attribute:

Because we use Conductors on our weapons, we can skip Action Ghoul or Action Girl perks, simplifying the build.
Armor and Legendary Effects
For armor, a full set of Vanguard Civil Engineer is ideal, enhanced with:
- Powered Arms Keeper
- Limit Breaking
on five pieces
- Jetpack
on the chest piece
The rest of the armor pieces should have Thru-Hiker and Ultra-Light Build to maximize carry weight and agility. Thanks to Limit Breaking, you only need 515 Luck to crit every other shot—and without any buffs, this build already has 518 Luck, so you’re set.
For underarmor, Shielded Long Johns are recommended to boost Perception, Agility, and Luck.
Mutations: Boosting Your Ghoul Abilities
This build embraces mutations that complement the Ghoul playstyle and enhance combat effectiveness:
- Bird Bones
(increases AP)
- Eagle Eyes
(improves accuracy)
- Egg Head
(increases Intelligence)
- Herbivore
(improves healing)
- Herd Mentality
(boosts Charisma)

Playstyle and Final Thoughts
This build is designed to be super tanky while maintaining the flexibility to carry multiple weapons and switch between them seamlessly. With high damage resistance and energy resistance, plus the radiation tolerance of a Ghoul, you can wade into battle and come out on top.
The Onslaught mechanic combined with the Quad Railway Rifle gives you devastating DPS, while perks like Conductors and VATS Optimized ensure you never run out of AP to keep firing. Whether you prefer close-range combat with the Fixer or Elders Mark or long-range sniping with the Railway, this build can do it all.
Best of all, you won’t be reliant on external buffs, making this build practical for solo play or team scenarios (where your SPECIAL stats get an additional boost).
